I don't think it's a matter of film being considered 'less art' than literature. Many prestigious institutions are reluctant to change because they don't want to appear as though they can be swayed simply by what's popular. Literature is an art form hundreds of years old.
Really good films are rare. Most are spewed to appeal to our baser natures. Few have stood the test of time, as books and stage have.
