What are international norms and how do they relate to world order?

Norms include:
War may only be declared if your own country is invaded or by a special resolution of the UN security council. (Unless you are American)
A nation has the right to do all in its power to protect it's borders and its citizens. (The US thinks it can "protect" other countries citizens, whether their "help" is wanted or not)
If you sign a treaty, you should stick to it (unless you are American)

World order is fine until someone breaks the norms. Then all hell breaks loose.
