Bless my boots, I think it's a spindle.
Back before the spinning wheel was invented, women made thread by twizzling fibers between their fingers, and wound it up on things that looked like that--the grooves above the ball at the bottom are for the thread to wind on, and the long spindly part would rotate around and around, winding the thread.
I once saw a woman in the Society for Creative Anachronism making thread like that.
