Ok, I'm going to resist making jokes and take this seriously. I'd go for something along the lines of.

Dear Sir/Madam

I am writing to you because I recently stole (insert items) from your store. I don't know why I did it, but I realise now how thoughless and selfish this was. I did not think about the fact that I was stealing another person's property, but now I realise that taking something from a store is taking someone else's property and, in the end, someone has to pay for it.

I am truly sorry and regret my actions. It was wrong, plain and simple. I appologise.

While I realise that this apology is small compensation for the loss, the stress and the inconvenience caused by my actions, I sincerely hope that you will accept this small offering.

Once again, I apologise.

Basically she should make no excuses, admit guilt, show remorse and show an awarenss of others regardless of her reasons for doing what she did.
