I think it would symbolize freedom. It can be freedom from anything that restrains you. The strings that hold the balloons are restraints. It could be freedom from a situation, a feeling, or doubt. Balloons flying into the sky symbolize spontaneity as well. They are carried in any direction in which the wind blows.
