Question:

What's the best time of the day to hear Mozart's music?

Is it a "morning" music, or "night?"

Some kinds of music enervate us and others make us relax. I wonder whether Mozart is useful as background music when I am working? Or when I am meditating?

Different kinds of music have different effects; Mozart was no different from any other composer in that he wrote some music that was soothing, some that was exciting, etc. Your mood and your personal preferences should determine what you listen to and when, not some arbitrary clock division. Try listening to different pieces, and you'll come across things that go well with whatever you want to do. Meditating - you might want to try JSBach, maybe the Goldberg variations or Art of Fugue, or maybe some Erik Satie - the Gymnopedies.
