Illumination is specifically decoration involving the use of gold leaf on raised gesso or flat gold on some kind of adhesive background like gum ammoniac. Also writing and decoration with shell gold. Thus letting in the light and making the page sparkle. Kells has no gold, so should be described as decorated. Try searching for the Aberdeen Bestiary, all of the illuminations are there to view and are downloadable.
