Artists- Born or Made?

Another one of my curiosities of what the ??public?? thinks.
Are artists (visual or musicians) born with their talent, made with practice, or both?

Erm... hate to break it to you, but considering their complete and utter lack of actual talent, several big names of today prove beyond a shadow of a doubt artists are made through marketing (practice has little to do with it as well).

Or do you mean the truly talented ones nobody actually knows? Couldn't say, because I don't know them either.
