My dad was an architect, and worked primarily through the painting subcontractor to select the various tones & shades available for the project. I remember dad looking thru a magical box of colour 'chips' [colour on one side, 'recipe' for making that colour on the other side] the contractor gave him as a reference. The paint industry [i.e., supplier] was never directly involved...the painting contractor basically was the middle-man between company and architect. Architects pick colours from all the choices shown on the 'chips', adding ideas like 'needs more green', the contractor creates a new sample, and back and forth until the choices are made. Factors considered often include light or lighting, how different materials accept paint, etc. Sometimes the client weighs in and makes their selection--as in, "I've always wanted a pink hallway"-- and everyone goes around the track yet again!
