The definition of religion is a set of beliefs and practices held by a community or group. So if there is a group that comes together to share what they believe than it is considered a religion. If a group of atheists meet online regularly and talk about their belief that there is no God then you could consider that a religion. So in that sense there aren't any non-religious people. But there are those who refuse to believe that there is a God though.
