I bought a art pack and it came with a sandpaper block. what do I use it for? Also what is a paper stump used for?

1. You wrap the sandpaper round the block. This gives you a stiff hard abrasive tool with which to approach the surface you wish to smooth. It makes sandpapering easier and much more efficient.
2. If you mean a paper stamp. this is possibly a device for cutting holes in paper margins to make filing in ring binders easier.
