Because the first three have collections of international importance, whereas the last three have collections of mainly local significance. For instance,

New York = Metropolitan Museum, MOMA, Guggenheim

London = National Gallery, Tate, Tate Modern

Paris = The Louvre, Musee d'Orsay

Nairobi = National Museum, Coryndon

Delhi = National Gallery of Modern Art

Hobart = Tasmanian Museum, Moorilla Museum
