This is probably of no use to you but in some places with kerbside recycling, they collect the bags and recycle them. For example, in Christchurch, New Zealand, where I am from. The technology is relatively new, and you have to make sure you take the receipts out of the bags, one receipt can wreck the whole process, apparently.

If you're interested in environmental issues, have you considered pressuring your local council for kerbside recycling? Basically what we have here is a big green bin, and all recyclables are rinsed and put in there, and they collect it on rubbish day. It reduces landfill, and contributes to people creating less waste. It took a while to catch on, but now everyone does it as a matter of course... it represents a really big and positive change in people's thinking.

Most supermarket chains here also sell cotton bags (for about a dollar each) which you can use over and over and over again. You might feel a bit weird asking the shop assistant to fill your cotton bag (they're easily made I guess) the first couple of times, but there's really no need for plastic bags at all in that scenario, which is a big contribution to the environment.

I really applaud this question... plastic bags may not seem like a big deal, but every person making even small change helps the environment. Go you!
