I think it's a question of intent.
The choice to try and engage an audience on some level. Because much of television and movies only ask for a passive response, being entertainment, that media can rarely be called art.
Yet, if a movie, book, dance, song, score, painting, poem can gain a response from the viewer/listener -- then we have the potential for art.
I would keep my definition loose -- if a movie made me cry, then I'd call it art. If a painting made me angry, the same.
