Many clip art cds will have some sort of a disclaimer if there are particular images your not supposed to use. My clip art catalog on cd only has a disclaimer on the photographs of models and it was just prohibiting use for commercial purposes.

If you are looking at art on the web you have to be much more careful. Many clip art sites will tell you up front what the images can be used for and what restrictions there are. If you are unsure and have a particular image in mind I would just suggest emailing them. It can't hurt to ask.
