What is fantasy art? what and who decides it is to be put in the category as FANTASY?

I HAVE TO TRY AND FIND OUT WHY FANTASY ART IS CALLED THIS

I'm not an artist so I don't really know. I suppose it is called fantasy art because the subject of the piece is based in the artist's imagination and not in known reality. I always thought the artist decided the category of his or her own art. I could be completely wrong, it's just an idea.
