Floral arrangement like any other art form changes constantly. One school likes it a certain way and then the people who come later make changes in what they think is the best way to do it.
In this case as in many Japanese arts, they seek visual beauty as they would define it and harmony. The Japanese like to seek agreement on whatever is important so they follow the rule of floral arrangement and change the styles gradually.
