Language problem?

I am learning ENGLISH and I think that I am right now better than ever. I needed to practice by speaking English with other people ,so I went to skype and created an account then {here comes the problem} I tried to find people, but I couldn't because there is a huge time difference between me and people in countries that speaks English. and also when I am lucky and find someone to speak with ,they are totally weirdos.

where can i find such an enviroment where i can improve my language?

As far as pronunciation goes, there's really nothing to do except find someone who speaks English. It's really not that hard to do now, many countries have websites that you can use to meet and arrange meetings with people to practice English conversation.

If you just want to work on your grammar and spelling, then I would just say find an IRC channel or some other kind of chatroom about a hobby or something and just try to participate in the conversation.
