Ripping off someone else's art and paying homage are really difficult to differentiate between because everyone has different definitions. There are a lot of people who will tell you that you have to change the image at least 30 percent, though I've heard 70. But everyone will agree that copying something line for line is ripping off.

You can pay homage to an artist be incorporating certain design elements into your own personal vision. Like, you could honor Dali by incorporating crutches or grasshoppers into your piece. You can use the same pose for a person as someone else did, but you should change their clothes, the lighting, colors, etc. to make it your own.
