You don't need a Philippine publisher at all!. Just pick up a Writer's Market for the current year or 2009 if it's out!. You'll find literary agents from all over!. Just because you live in another country doesn't mean you have to be published there!.

Make sure you write a strong query letter and synopsis for your work, and try to find a book or website that gives good information on writing one!. Many of the agents allow email query letters, but they must be formatted the same as snail mail!.
