Well first right a fictional story!. You will be able to be creative and get into dept with your setting and characters!.

Some ideas:

- a boy moves to a new town( anywhere cold), and meets a new friend!. Throughout the the book you can talk about how weird the weather is there!. Then your character finds out that his friend can control the weather, but is being hunted by a group of assassins that want to kill his friend b/c they think he is a threat!. But soon the friends find a local retired scientist, who studies the gifted boy, and finds out that soon he will die and create mass destruction( like self-destructing,but by raging using his powers!.) They must try to protect their friendship, save each other, but also will they be willing to risk everyones lives!?
