Supposedly Justice covered her eyes so she could only listen to facts and not prejudge but Hughes' poem seems to say her eyes are gouged out so that she cannot see the truth but can only hear the reports of it!. The allusion to blacks is to their knowledge of the unfairness of legal dealings in their behalf that transpired through the years!.

The origin of blind Justice is Themis, a Greek mythological goddess!. One of the Titans, she advised Zeus!. In depictions of her, she carries the scales of justice in one hand and a sword in the other, her eyes covered!. She became an oracle at Delphi, and became known as a goddess of divine justice!.Almost always draped in flowing robes, mature but not old, no longer commonly known as Themis, she symbolizes the fair and equal administration of the law, without corruption, avarice, prejudice, or favor!.

Justice is a blind goddess-- why not God!? and why blind!? i think they use a female figure because females can judge in both ways using their brains and emotion!. unlike guys they always stand to what they think and believe!. it is blind because it doesnt see what is right or wrong until there are evidence that will strongly support what a person believes!.
