Well, I think it depends on the point of view the author is writing from!. The only instances I remember of authors deliberately misusing language are those which are written in first or second person!. In these cases, I'm pretty sure authors use run-on sentences or fragments to develop the character and personalize them!. I short, they are not writing this as themselves, but as their narrators, and the narrators might just be sort of, well, illiterate, or grammar-challenged, or maybe even just lazy!. Sometimes authors can get away with using run on sentences and fragments!. also, sometimes it just fits into the piece that they're trying to portray, by using a play on words or a play on sentence types!. It all depends on how the author prefers to write!. Www@QuestionHome@Com

Run-ons are probably used to create a sense of urgency, or simply to rant!. Fragments are used for emphasis!. The author is probably trying to write how we speak so its easier to picture!.Www@QuestionHome@Com

To make a point :)
For a run on, it's to show that there is a lot of things going on or things are going really fast!.
For a fragment, I'd say it's to emphasize a point and importance!.Www@QuestionHome@Com

For run ons, I'm not sure!. When I'm writing, though, I usually use fragments to emphasize a point!.Www@QuestionHome@Com
