Question: Did anyone solve the code at the back of Digital Fortress!?

I tried solving it, but its so confusing!. I'm pretty sure it has something to do with cesaers' box!. Has anyone figured it out!?Www@QuestionHome@Com

Each of those numbers refers to a chapter number!. Find each chapter and write down the first letter of the first sentence of the first paragraph!.!.!. this spells out!.!.!.
