Good question!. I'm not sure, I know for a fact it isn't mentioned in the book!. Now this is just my theory, but you know Jacob's mom was killed in a car accident, as Jacob says in Breaking Dawn!. Maybe Billy got the better end of the deal, and is just handicapped!.Www@QuestionHome@Com
