It's from "Oliver Twist" by Charles Dickens!. The character who said it was called Mr!. Bumble and he said it because he was told that the law assumed that his wife acted under his direction, to which he replied, "Then the law is an ***, and the worst I wish the law is that its eyes may be opened by experience!." Dickens - Oliver Twist!. It is said by Mr Bumble!. He is held responsible for his wife's actions, because in the eyes of the law she is under his authority!. He replies with his famous phrase, adding that the Law must be a bachelor!.
