For me there are two:

The first one is the saddest book on the personal point of view
The Sorrows of Young Werther, by Goethe
(Original title: Die Leiden des jungen Werthers)
A classical broken heart written by the great Goethe!. It is a story about a young artist of an highly sensitive and passionate temperament who is deeply in love with an already engaged girl!.

The second one is the saddest book on the global point of view:
It is a children book, called The Giving Tree (written by Shel Silverstein), telling the story of a generous tree which always provides a boy whatever he wants: branches to swing from, shade to sit under, apples to snack on, branches to build a house!. As the boy grows older and older he requires more and more of the tree, until!.!.!.

It is an outstandingly sad allegory to the humankind destructive relationship with nature: We keep asking for more, and nature continue giving us, until there will be nothing left to ask for!.

Looking for Alibrandi (Melina Marchetta) - it's one of my favourites and I still cry nearly every time I read it!. There is one really sad bit but often I cry at the end too (just because it's over!)
The Time Traveller's Wife (Audrey someone) - I cried at the end, this book left me a bit stunned afterwards, it's really emotional!.
Bridge to Terabithia - has already been said, but I totally agree!. If you've seen the movie you'll know the sad part but the book is really worth reading, it's beautifully written!.
Firebringer - it's about a deer!. I haven't read it in ages but I remember it's really sad!.

There are heaps more but those are the ones that come to mind!.Www@QuestionHome@Com

As The Red Fern Grows!. The whole book was sad!. =/ Almost in every chapter, something sad would happen!. I'm not sure how I can give reasons without spoilers, but it's about a boy who saves up to buy puppies, and he worked for the money for years!. It basically just tells you how he raised them and other stories along the way!. Very sad though, it made me cry!. ='|Www@QuestionHome@Com

i would suggest "Z for Zachariah", it's quite a classic!.
A first person perspective view of a 17 year old child, facing the age of nuclear fallout!.
in the form of a diary, sadness comes beginning and end!.Www@QuestionHome@Com

the Gathering!.
Its sad in the pathetic sense of the word!. Its also sad that anyone would publish it!. Or give it an award!. Or make it a school text!.
Some parts i think are meant to be sad but they are almost laughably pathetic!. But not quite laughable!. Www@QuestionHome@Com
