Question: Can anyone help me remember a book from my childhood (12 years ago approx)!.!?

It was about 2 kids who where running away to America!.

The UK has reverted to a technological-less state, anyone who used technology was considered almost a witch!.

The 2 children worked in an inn or a farm I think!.!.

I remember a scene at a docks that had rotted and the children where trying to steal a boat to get away!.
