Well the Quillettes fear that these vampires are still dangerous!. They want to protect their people!. So they created the treaty which the the vampires nor the werewolves can cross!. Or the vampires cannot bite a human without asking a werewolf alpha for permission!.Www@QuestionHome@Com

The Cullens and the werewolves made a treaty!. The 'border' is the border in between the Cullen territory and the Wolf territory!.
