“Four legs good, two legs bad” This was their initial slogan against men!. Men walk on 2 legs and animals on 4!. So they tried to convince the animals that 2 legged animals (men) are not good and 4 legged ones are!.

However, later on when Napolean becomes a dictator!. They teach the sheep "4 legs good, 2 legs better!." Thats because the pigs then start to walk on 2 legs as a sign of seniority and authority!.
