The rule is not to bring attention to the vampires!. Bree and the other newborns killed a lot of people!. People investigating the deaths are going to wonder how they died and why were they burned!. Those people will get suspicious and maybe start thinking vampires did it!. If lots of people die in a city and their deaths are unexplainable it will bring a lot of attention and that is what they don't want!.Www@QuestionHome@Com

Bree was part of the newborn army Victoria made!. It's not allowed!. Do remember the previous war including newborns in the book!? The Volturi did not want that to happen ever again!. They think the only way to stop it is to kill all of the vampires that are part of the army!.Www@QuestionHome@Com

It was because she was a new born and had no one train her so when she smelt human blood she would attack without a second though!.Others would follow thier pray waiting for the right moment!.Www@QuestionHome@Com
