When we say concerns, is like asking what the author was thinking when he was writing the book, what he projects through it!.
i think that her main concerns in persuasion is forgiveness( if and why captain will forgive ann), persuasion of course and differences in social status and how those are bridged with love also how someone shouldn't consider status as something given!. in P&P we speak again of social status, also it has to do with the change in first impressions (actually that was the first title of the book:" first impressions")

The question is simple enough!. Her concerns are (hold your breath!) the things that concern her; i!.e!. the ideas, themes, topics which are actively in her mind and included in the book!.
