You can do this in just about any image editing software out there, including MSpaint!. I will guide you through the steps necessary to do this in MSpaint!.

0) (You can open MSpaint really fast by pressing Windows key + R, then typing "mspaint" and hitting enter!.)

1) Open your image!.
2) Select the part of the image you want mirrored and drag it so that it begins with the top-left corner of the image!.
3) Drag the lower right corner of the image up so that only the part you want to mirror remains!.
4) Go to the top menu and select Image -> Attributes and double the number in the width box!.
5) Select your whole image (Ctrl+A)
6) Copy your image!. (Ctrl+C)
7) Past your image!. (Ctrl+V)
8) Either go to Image -> Flip/Rotate or press simply press Ctrl+R!.
9) Select flip horizontal and hit enter!.
10) On the left toolbar, there is a little icon below all your little tools!. It should have two things you can click!. Click the lower one!. Your image should be mirrored as desired now!. Congrats!.
11) Save it in whatever format you like in a place on your computer where you can find it!. (Ctrl+S)Www@QuestionHome@Com

If you have Photoshop, then you can make a picture have a mirror image like that!. Open the file in PS, copy the layer that the image is on, then flip the copied layer!. Adjust the copied layer so it's like the image you posted!. And save the image as a jpeg, gif, or whatever you need to save it as!.Www@QuestionHome@Com
