The Gimp is in my opinion the best freeware available!.
It has alot of thing similar to photoshop, but lacks the amount of stuff photoshop can do!.

PhotoScape is my choice!. Its free,no time limit,fully operational!. Look in share were sights or Digital Photo Mag to connect to sight!. Has many different options and very easy to use!.Www@QuestionHome@Com

Gimp is ok but its for more like animation type things but u should be able to do some touch up on photos with that
