How do you make a thought bubble in a picture using Photoshop?

Question: How do you make a thought bubble in a picture using Photoshop!?

Trying to add a thought bubble with a picture inside of it to a picture for a project in my photography class but can't figure out how!. If you haven't figured it out yet, my teacher is no help :-(

You'll need to draw an Ellipse for the size of the bubble you need to put the text in!. You'll also need to draw individual bubbles between the person's head and the main "thought bubble!." Each draw will create a new layer!.

After you're all done and like where everything is, merge the layers back together!.Www@QuestionHome@Com
