I need to make two pictures join and turn into one?

Question: I need to make two pictures join and turn into one!?

I have two pictures i took of my friend that I want to be able to put together with one on top and the other underneath it!.

I don't have photoshop and I've tryed doing it on paint but it won't open the images!.

You layer the two images and then fine tune the opacity!.
