you can edit your pictures to look like that by getting a program called photoscape!. It's all free and makes your pictures look awesome,you should try itWww@QuestionHome@Com

i rad though some of the answers you got and I thought that they might have been a little bit confusing!.!.!.
well i can tell you exactly how he did it but in the first on it looks as though he took it in a room with little light and a bright flash, and then on photo shop raised the contrast levels!.!.!.if you don't have a camera with a really bright flash, and then you should be able to get the same effects anyway by raising the contrast levels until you get the desired effect!.
and in the second shot it look like he raised the contrast a bit as well, and played with the hue and saturation levels!.!.!.also it looks like he may have put a 'spotlight' on him self (this option come standard with most photo editing programs!.)
p!.s the way you can tell if the contrast have been raised higher is the difference between the black and white in the pic, eg in the 1st foto his face looks really bright compared to his hair and shirt = ]
and the saturation and hue tints the overall colour of the pic!.!.!.in the 2nd pic his skin looks a little orangey!.!.!.and also his skin is really bright were the flash would have hit him, this doent necessarily mean this was the strength of the flash again he has played with the contrast!.!.!.

The first one is called black and white!. The second one just has some vignetting!. It doesn't look like natural vignetting; it looks like it was added with an image manipulator!. The first one might have vignetting too, but it's hard to tell!. When it happens naturally, it's because the image produced by the lens isn't big enough to cover the entire frame!. In fact, I have an example of something I took myself!. http://home!.comcast!.net/~capillata/camer!.!.!. Here's an extreme example!. By the way, the second one looks like it either has really bad lighting, the camera is bad at reading the light, or he boosted brightness and saturation afterwards!. also, the vignetting looks really bad because of the ratio of the photo!. If he had natural vignetting, it would've been cropped off with the amount he cropped from the sides!. Images don't come out that tall and skinny, so it's obviously cropped!.Www@QuestionHome@Com

Looks simple blur filter and vignetting around edges
gausian blur filter value around 20 and then layer opacity 50% just my guess

Both of those photos look like they were taken with an iPhone app called Camerabag!. The app replicates older photo techniques!. In this case it looks like they used the Helga filter (based on what you'd get with an old Holga camera)!.Www@QuestionHome@Com
