Here's my short answer!. Lets say you went downtown in a major metropolitan area!. Saw a bunch of skyscrapers -- picked one out -- pointed your camera up in the air and took it's photo!. The picture you just took will have the top(s) of the building(s) curving in towards the center!. When you use tilt-shift you distort the relationship between the lens and the film/sensor (they are not parallel) so that when you shoot a big tall building, the building is now straight up and down!. Tilt shift is a way of controlling both depth and perspective in photography by putting the angle of the lens into a perspective that produces a change in the focal plane on the exposure plate!.

It requires a flexible bellows and at least a 4x5" film surface and a decent lens!. You preview the image (upside down and reversed) on a view screen before exposing it and use the bellows to shift the perspective/angle of the light from the lens to the exposure surface before putting in the film!. By shifting the lens, you control the depth of field to a much greater degree than by f-stop alone!.

It is used by photographers using view cameras !.!. usually referred to as "swings and tilts" With those terms, you should be able to get a lot of hits on Yahoo Search!.

Nikon and Canon have special PC lenses that can do a limited amount of correcting!. These tools are used when shooting "table top" product photography and both interior and exterior architectural shots!.
