Totally depends!.

The syndicated strips have cartoonists who usually don't have a 'day job', however the guy who does Dilbert does, so doing the cartoon is his side job!. Syndicated stips get paid by the number of papers that the strip is in!. I don't think that's called royalties though!.

Most people who aren't syndicated do it as a side line for extra cash, as you can't make enough off sporatic sales or even semi-regular sales to make a living at it!. No, no royalties unless you're talking book deals and reprints of those books!. The strips themselves are just sold outright, you get one payment for them!.

However, the more places that pick up your strip, the more you get paid!.

Writing!? Spelling - yes!. Plot -- yes!. Keeping the strip coherant and on target - yes!.
