Yes!. Oil-based paint may be applied when the temperature is 40F (4C) or above but preferably above 50F (10C)!.

To avoid fading, wrinkling or loss of gloss of oil-based paint, it should not be applied in the evenings of cool autumn and spring days when heavy dews form!.

actually i've painted with oil paint at -20 degrees!. i sprayed a house in wyoming on a january day!. it was about 20 below and the wind was blowing at about 30 miles an hour!. i actually got the house shot (along with every car 10 miles downwind of me) in a very hellish day!. never more, sayeth the painter, never more!.Www@QuestionHome@Com

Yes, you may paint with an oil base paint in cool weather!. It will be thicker and slower in drying!. I've seen someone paint in cold weather (28 F), with a wind chill of 14F!.
