The difference has more to do with intent than quality of image!. A snapshot is a photograph that is taken casually without any artistic motivation or thought and is traditionally taken with a small hand held camera!. A photograph on the other hand has some kind of artistic intent behind it, but does not necessarily mean that a photograph requires a great deal of time to compose as compared to snapshot!. Consider Henri Cartier Bresson, he used a small handheld camera and for the most part appeared superficially to be taking snapshots but in fact Bresson had a very well trained eye and although appeared to be casually taking snapshots was in fact taking well composed images based on precise timing!. A snap shot is basically just point the camera and shoot!.
A photograph is when the photographer has looked at the scene, eliminated distracting elements from it, found a way to draw attention to the subj, has analyzed the light and shadows, the colors and if any play can be made on shapes and lines in the scene!. if people are involved has given thought to the poses that will make them look their best!. A photographer knows exactly what he wants to get from the scene in front of Him/Her and how to technically achieve it!.

A snapper just presses the shutter and hopes, and very rarely ends up with the picture He/She thought they would get!. If they had any thoughts on the matter in the first place that is!.
