umm what i use is picnik!.com or photobucket!.com and it says picnik costs money but just go to upload and you just wont have some things but most of it is there and its a really good site

Picnick, as mentioned, is the most user friendly online photo editor in my opinion!. It is free for most features, and can integrate with Facebook if you use it!. http://www!.picnik!.com/

If you want greater power, check out Photoshop Express, a (currently) free service from Adobe!. It has greater power in terms of editing, but nothing like the hearts or glitter you mentioned!. https://www!.photoshop!.com/express/
