Question: Where can i make a picture like this[pic included]!?

Does photobucket have the tools so i can make my background picture like this!? If not where can i make a picture like this!?

This is how you can do that with gimp!. First you open up gimp and put the picture that you want to use as the back ground!. Then you go to the layer`s box and click on the arrow next to where it say`s layer`s!. And a drop down box will come up!. Then go to layer`s menu and make a new layer make the new layer transparent!. then click on file in the new layer and go to open as layer`s and click on it and select the picture that you want to be in the foreground!.then click on the eye next to the back ground layer so that gimp will not see it and you will not get confused!.go back to the foreground layer and highlight it!.Go to the tool box and click on the path`s tool and use it to go around the part of the picture the you want to use once you get the part of the picture once you get the part of the picture click on Ctrl on your key board to close the end`s of the path tool!. Then go to select and click on it and click on from path then go to edit click on it then click on cut!.highlight the layer`s (all but the back ground layer and go down to the little trash can at the bottom of the layer`s box and delete them!. then go back to the back ground layer and click on the eye again so gimp can see it!.go to edit click on it!. Click on paste then then click on the little icon that look`s like an Anchor and your are all done!.you can save your picture!.I know this may sound confusing and hard to do but it is not it is very ease to do just a lot of clicking!.

P!.S!. Do this before you click on Anchor!.you may have to re-size and/or oilify so it will blend into the back ground a little better If have to re-size right click on floating selection and a drop down box will come up then click on scale layer then the scale box will come up, To the scale image,click the vertical chain next to width and height boxes to disconnect the linkage that keep the aspect ratio, then you can adjust either the width or height independently, when done, click the scale button at the bottom of the scale box!.or you don`t have to click on the chain if you want to keep the width and height the same aspect ratio that they are and you just want to scale down the picture!.If you need to oilfy it go to filter`s click on it click on Artistic click on oilify!.

The only thing I know that will help make pictures look like that is Photo Shop!.
