Since you do not provide a link I am not sure if I have the right painting in mind!. But I think it might be "Liberty" by Delacroix!. Basically "Le Miserables" was set in and around the creation of the French republic!.

The usual painting used for Les Miserables (a bearded, black-clad, black-hatted guy sitting at a table with a bowl & glass), on the cover of the Penguin book is a detail from "Le Repas des Pauvres" by Alphonse Legros, hanging in the Tate Gallery, London!.
