In terms of 'art and its colors,' yes!.!. it is primary!.
But, in defense, this may have been taken out of
context, I'm not sure how the phrase was intended!.
In a much greater sense, any color, if isolated,
may be 'neutral,' if employed as a completely
saturating entity or exclusive experience!. It then
becomes 'a given,' as there exists no conflict with
another color, it is at once, by the broad definition,
'neutral!.' Technically, monochromatic means
one color, but in interior design, for example, it
became synonymous with neutral!. It is also, with
reference to gender, non-specific or neutral!.

A monochromatic, neutral palette:

Yellow is not a neutral colour!. Yellow is a primary colour, along with red and blue!. It is a primary because it, like the other two, cannot be mixed by combining any combination of any of the other colours of the rainbow!. Greys are considered neutral colours; although technically they don't have any 'colour' in them (neither black nor white is considered a colour)!. Earth tones are also neutrals!. Earth tones are any colour that contains brown!. Therefore even red-browns, blue-browns, green-browns, etc!. qualify!. They are neutral because they work with (or 'go with') every other colour!. Greys also work with every other colour!.
Therefore, to simplify:
Yellow: primary
Greys and browns: neutralsWww@QuestionHome@Com

it depends on how you were going to use it!. It isn't truely a neutral color, but if you are going to paint a room for example it is considered neutral!.Www@QuestionHome@Com

I thought yellow was a primary color!. Maybe it's neutral as in, between a boy and a girl!. Either one could wear something yellow!.Www@QuestionHome@Com
