It is actually both!. It is more art than crime though!. It is a way to express ur feelings unless u r putting graffiti on a building w/o the owners consent or ur putting graffiti up to show territory!. In that case it is a crime!. But it is not a crime to express feeling!.

I used to think crime - but yesterday I saw some great stuff in Brighton - commissioned stuff, and I saw a Banksy!. So Art if done well, thoughtfully or commissioned - if it's just tagging that is just sh1te!.
