First paint the base color with paint then take water pencils and make hairs!. Make the hairs by pulling in short motions towards the tail!. Then add the shading with paint or pencils!. That is what I always do!.Www@QuestionHome@Com

You need to create the illusion of texture, and of shade and light where the light would naturally bounce from the coat!. Watercolour is great for wet into wet techniques - using two colours or shades of colour and painting or dropping one into the other whilst it is still wet!.
You should also consider your brush strokes, the direction should follow the natural direction of the dogs coat and you can alter the pressure of a single stroke, maybe lighten the pressure at the end of the stroke to give the illusion of softness of the hair!.
Dont be afraid to use selective areas of colour rather than a flat wash, sometimes less can be more just suggesting the hair rather than trying to paint them in individually!.

I added a few links below, one gives online lessons for free in painting pets, the others have some interesting images that you might be able to look at and take something from their techniques!. :-)Www@QuestionHome@Com

change the amount of water you add to the paint, the less you use the darker the more vivid the colour will be, and try waiting for the paint to dry before going over the top so the colours wont run, and using different sized brushesWww@QuestionHome@Com
