Is not gonna be a good quality but give a try!.

If you want to print at 300 dpi, as all the current photo labs are doing, for 4"x6" photo size, you need: 300*4 x 300*6 => 1200 x 1800!.

Now, from yours photo of 1024x768 you can do a rescale / upsize using IRFANVIEW or GIMP (both free) using bicubic interpolation!.

as you say, it may print for small size, yet 1024x768 is pixel size, not resolution, open image and view image resize, and note size for pixels, print and resolution, fair quality is 72 ~144, good quality is 144 ~300, better quality is 600+ ,
