The only types of pens that are refillable with ink and ink cartridges are ones used for calligraphy and others called technical pens, which are used for drafting and detailed artwork!.

It wouldn't be a good idea to use these types of pens on your shoes, as they are actually a bit costly, and the points are very fragile, and not made for drawing on surfaces other than paper!.

Your best bet would be to use some "regular" pens, and even these have some precise points, so you could draw on the shoes in detail!.

The brands Prismacolor, Sakura, and Micron are usually available at Hobby Lobby and Dick Blick Art Supply stores!. also, Sharpie makes some detail markers, and I think the ones you need are the ones you can use on most surfaces, such as glass and canvas!. Most shoes are made of canvas materials, so a Sharpie brand would be your best bet!. Www@QuestionHome@Com

You can buy pens that are used for calligraphy at art supply stores and they will have a variety of inks, dyes, and paints and will be able to suggest materials and tools!.
Shoes normally have a protective coating to shed dirt and water and you will probably have to wash and scrub the part you want to paint with soap and water and may have to sand it lightly!.Www@QuestionHome@Com

Just buy a cheap permanent marker

I tried to refill a pen that wasn;'t supposed to be refilled because i thought i was being clever and it resulted in a giant blue patch all over my hands and face and agh what a mare!!!!

You could of course ask the guy at the local stationary shop for advise, although he will probably try and sell you something expensive that you will only use onceWww@QuestionHome@Com

Even using Sharpie comes off in a week!. If you want something permanent, try paint pens!.Www@QuestionHome@Com
