This looks like screen-printing or silk-screen print like that of Warhol!.

Not sure if there is a name for this type of painting, but the artist has taken what are normally gradual tonal shifts and made them much more deliniated!. Like with the shadow from under her chin and up her cheek -- that would normally be a gradual slow change!. But here the artist has kind of divided it into separate areas of tone which are uniform within each area but then shift all at once to a lighter tone in the next area all the way up to the lightest tone!.

It's a very stylized way of painting!. I don't know about enough about digital editing programs, but there may be one that has a feature that can take a regular image and do this too it!. However, the example you posted looks hand done!. Www@QuestionHome@Com

I do not know what it is called but it sure looks like those pictures for learners to paint!. You know llike number1 is all green ,number 2 is pink etc!. The numbers correspond to the different parts of the picture that is to be painted!.

To do it you could trace the photo onto a piece of paper and just draw lined spaces on it trying to imitate the picture you have as as example!.Www@QuestionHome@Com

It looks like Pop Art style!. Andy Warhol's "Marilyn 1967" is done pretty much the same way!.
